Recently, the website of the Ministry of Education released the "Reply to Recommendation No. 9874 of the Third Session of the Thirteenth National People's Congress", which responded to "Several Recommendations on Medical Education Reform." The reply pointed out that the Ministry of Education has always attached great importance to the comprehensive reform of medical education and, in conjunction with the **Health Commission and other industry departments, has taken multiple measures to improve the quality of medical personnel training.

 

1. Suggestions on reforming medical-related majors and degree settings

In 2018, the Ministry of Education, the **Health Commission, **The Administration of Traditional Chinese Medicine issued the "Opinions on Strengthening the Collaboration of Medical Education and the Implementation of the Excellent Doctor Education and Training Program 2.0" (Jiaogao [2018] No. 4), clearly requiring "in-depth advancement" "Medical +" compound high-level medical personnel training reform". In 2019, the Ministry of Education issued the "Opinions on Deepening the Reform of Undergraduate Education and Teaching and Comprehensively Improving the Quality of Talent Cultivation" (Jiaogao [2019] No. 6), proposing to launch a pilot program for dual bachelor's degree talent training to provide students with interdisciplinary learning and diversification. Development opportunities require the development of a dual-bachelor's degree talent training program to experiment with organic integration between different professional courses, so as to achieve differentiated and characteristic talent training on the basis of interdisciplinary. In September 2020, the General Office of the State Council issued the "Guiding Opinions on Accelerating the Innovative Development of Medical Education" (Guobanfa [2020] No. 34) to support relevant universities to set up interdisciplinary subjects and promote the integration of medical engineering, medical science, and medical literature. Accelerate the training of compound innovative top-notch talents with "medicine + X" multidisciplinary backgrounds. At the same time, the Ministry of Education also supports training units to pilot the "Medical + Master of Public Health (MPH)" dual degree program, encourage full-time medical postgraduates in basic medicine, clinical medicine, and nursing to take MPH concurrently, and cultivate compound talents that integrate medicine and prevention.

 

2. Suggestions on strengthening post-graduation training in critical care medicine

The Ministry of Education attaches great importance to the cultivation of doctors and masters of critical care medicine. Currently, there are 59 first-level clinical medicine doctoral programs and 141 master's programs nationwide. Universities can set up second-level critical care medicine disciplines or research directions under the first-level clinical medicine disciplines according to their own development and needs. In 2020, the **Health Commission included the major of critical care medicine into the standardized training of resident physicians, and studied and formulated the "Regulations for the Standardized Training of Residents in Critical Care Medicine Professional Training (2020 Trial Edition)" and the Certification Standards for the Standardized Training of Residents in Critical Care Medicine Professional Base (2020 Trial Version)" and other relevant technical standards, guide provinces to select specialized bases for intensive care medicine resident doctors, and strengthen the training of intensive care medicine talents.

In the next step, the Ministry of Education will further intensify its work, encourage and support medical colleges and universities to open courses related to critical care medicine, actively guide the construction of critical care medicine disciplines, and strengthen the training of high-level critical care medicine talents. At the same time, the Ministry of Education will give full play to the talent and resource advantages of university hospitals, actively undertake standardized training of resident physicians in critical care medicine, support qualified affiliated hospitals to establish critical care training centers, carry out in-service personnel training, and cultivate peace and war integration. 3. Suggestions on opening up college education and resident doctor training

The Ministry of Education and the **Health Commission attach great importance to the collaboration of medical education to deepen the reform of medical education, and continue to promote the organic connection between postgraduate education for master's degree in clinical medicine and standardized training of residents. In 2014, the Ministry of Education and other 6 departments jointly issued the "Opinions on the Collaboration of Medical Education to Deepen the Reform of Clinical Medicine Talents Training" (Jiaoyan [2014] No. 2), clearly proposing to promote the reform of the cultivation of postgraduates for master's degree in clinical medicine. Starting in 2015, ** Newly recruited postgraduates with a master's degree in clinical medicine are also residents who participate in the standardized training of resident doctors. Their clinical training is carried out in accordance with the standardized training requirements of resident doctors formulated uniformly by **. In 2015, the Ministry of Education adjusted the enrollment of the seven-year clinical medicine major to the "5+3" integrated training of the clinical medicine major, that is, those who pass the 5-year undergraduate level directly enter the school and the standardized training of resident doctors are organically connected to the 3-year clinical medicine ( At the stage of postgraduate education for master's degree (including Chinese medicine and stomatology), integrated talent training will be implemented. In 2017, the General Office of the State Council issued the "Opinions on Deepening the Collaboration of Medical Education and Further Promoting the Reform and Development of Medical Education" (Guobanfa [2017] No. 63), which determined the "5+3" (5 years of clinical medicine undergraduate education). +3 years of standardized training for residents or 3 years of postgraduate education for a master's degree in clinical medicine) as the main medical personnel training system. Qualified graduates who have undergone 3 years of postgraduate education are awarded a master's degree, and residents who have undergone 3 years of standardized training You can apply for a master's degree with the same degree. After many years of reform practice and exploration, on the basis of fully learning from the international medical personnel training system and fully considering my country's national conditions, my country has basically established a "5+3" clinical medical personnel training model.

In the next step, the Ministry of Education will further strengthen the coordination of medical education with the ** Health Commission and ** Bureau of Traditional Chinese Medicine, and further promote the integration and connection of college education and post-graduation education. At present, the Ministry of Education is actively exploring the organic connection between the postgraduate education of the professional doctor degree of clinical medicine and the standardized training of specialist doctors, and organizes the development of "5+3+X" (X is the required number of years for the standardized training of specialist doctors or graduate education of the professional doctor of clinical medicine) The pilot reform of the clinical medical talent training model actively supports qualified universities to adopt the "5+3+X" model to train doctoral degree graduate students in the medical field.
